Resolution supporting the St. Cloud Joint Planning District Board's adoption of the St. Cloud Area Sustainablity Framework Plan.

Recommendation on a request from the St. Cloud Planning Commission for a potential amendment to the following sections of the St. Cloud Land Development Code:

Article 8 - Residential Districts, Section 8.2 Permitted and Conditional Uses, Table 8-1: Residential Districts Permitted and Conditional Uses - Add on-site rental offices as a permitted use in the R3A district
Article 9 - Commercial Districts, Section 9.2 Permitted and Conditional Uses, Table 9-1: Commercial Districts Permitted and Conditional Uses - Add convenience stores and print shops to the C2 thru C5 districts; Add massage facility to C1 and C2 districts; Remove retail goods establishment from the C1 district; Remove plate width limitation from print shops
Article 10 - Industrial Districts, Section 10.2 Permitted and Conditional Uses, Table 10-1: Industrial Districts Permitted and Conditional Uses - Replace print shops with publishing
Article 14 - Use Standards, Section 14.3 Use Standards, U. Service Station - Expand to include fuel sales at convenience stores and set setback requirements for canopies
Article 15 - On-Site Development Standards, Section 15.6 Permitted Obstructions, Table 15-4 Permitted Obstructions - Include detached greenhouses and permit trellises and arbors within the rear yard setback
Article 16 - Off-Street Parking and Loading, Section 16.7 Location of Off-Street Parking Spaces - change churches to places of worship; Section 16.8 Design Standards, D. Landscaping and Screening - change reference to Article 17; Section 16.9 Off Street Parking Access, Figure 16-2 Dimensions - increase parallel parking spaces depth to 21'; Section 16.13 Required Off-Street Spaces - change accessory office uses to one space per 300 square feet of gross floor area
Article 17 - Landscaping, Screening and Buffering - Adopt the same requirements found in the former Zoning Ordinance
Article 21 - Definitions, Section 21.4 Use Definitions - change print shop definition and add publishing and convenience store definitions; Section 21.5 General Term Definitions - add graphic to Floor Area Ratio (FAR) definition and change safety fence (pool) height standard/definition.

A) Request of Rich Romness on behalf of Melvin Aho for the approval of the preliminary and final plat of West Prairie Point Plat Two, which is a replat of Lots 1-6, Block 8; Lots 1 & 2, 4 & 5, 7 & 8, and 10-13, Block 9; Lots 2 & 3, 6 & 7, 9-13, 16-20, and 22-27, Block 10; and Lots 1-4, Block 11 of West Prairie Point.

B) Request of Rich Romness on behalf of Melvin Aho to vacate the 5' wide drainage and utility easement along the interior side yards of the following properties: Lots 1-6, Block 8; Lots 1 & 2, 4 & 5, 7 & 8, and 10-13, Block 9; Lots 2 & 3, 6 & 7, 9-13, 16-20, and 22-27, Block 10; and Lots 1-4, Block 11 of West Prairie Point.
